In 1976 the Watchman organization was created. This organization provided a forum for African Americans to meet and share their problems. In 1978 CAFA then call the Cincinnati Black Firefighters Association was born. The original members of the CBFA met in Evanston to discuss problems African-Americans were having in the Fire Division. The first President of CBFA was Ed Turner. He served as President for the first 16 years of CAFA existence.
